Step 1 – Open image 

Step 2 – Duplicate Layer (Cmd|Ctrl +J)

Step 3 – Filter > Render > Clouds 

Step 4 – Filter > Blur > Guassian Blur. (Enter 25px)

Step 5  – Change Blend Mode To Screen

Step 6 – Right click & Change Perspective. (This will allow depth)

Step 7 – Lower the overall opacity ( Depending on image ) 

Step 8 – Reveal objects closer towards us, using layer mask

Congratulations you’ve now achieved a fog/mist effect!
